8169728: Missing sign checks in TIFFField(TIFFTag tag, int type, int count, Object data) for TIFFTag.TIFF_LONG

Add further checks for TIFF_LONG, TIFF_RATIONAL, TIFF_SRATIONAL, and TIFF_IFD_POINTER.
