Harold Seigel d3466f7dce 8188922: [TESTBUG] runtime/CommandLine/VMDeprecatedOptions.java fails with JDK10 release bits 
Add -XX:+UnlockDiagnosticVMOptions to the command line when testing a deprecated diagnostic option.
