Eric Caspole f557cc8bd0 6919886: Sweep CodeCache more aggressively to reduce its usage for CompileTheWorld

Add safepoint after CompileTheWorldSafepointInterval (100) compilations and do full sweep of CodeCache each time.

  This file should be located at the top of the hotspot Mercurial repository.

Simple Build Instructions:

    cd make && gnumake
     
  The files that will be imported into the jdk build will be in the "build"
  directory.
